In 2024, Cappelli Consulting collaborated with Boston Consulting Group (BCG) to assist the Neighborhood Development Collaborative in the study of a Tenant Equity Vehicle (TEV) model for affordable housing projects funded through Proposition 123. The resulting white paper was used by the Colorado Housing and Finance Authority and Colorado Office of Economic Development to inform the creation and implementation of the Tenant Equity Vehicle which was rolled out in 2024.
